Introduce HIL into QUADS

Filing this RFE on behalf of @SahilTikale

  • Introduces HIL into QUADS environment.
    • Uses HIL library to communicate to HIL
    • Adds HIL related parameters to the quads.yml template
    • Provides documentation explaining the changes.
    • Refactors configuration initialization into a separate file so that it can be reused.
    • Fixes formatting issues in documentation.
    • Fixes broken hyperlinks in documentation.
    • Adds call to QUADS that can inquire nodes from HIL.
