[RFE] Jetlag L3 deployments

Test and document jetlag L3 deployments.

Considering two scale lab allocations with public vlans (cloud x and cloud y), it should be possible to deploy cloud y from a bastion in cloud x leveraging jetlag.

This could potentially be helpful for several scenarios, including extending BM CPT to other clouds without the need of requesting additional network permissions.

Ideally, test SNO, MNO and ZTP deployments.
