Implement a CI for jetlag

Developing changes for jetlag can be tough to ensure that we do not make a breaking change. Having a CI will help prevent an accidental breaking changes.

We should have CI jobs for:

  • Deploy a multi-node OpenShift cluster (either 3 or 5 nodes total)
  • Deploy a single-node OpenShift cluster
  • Deploy an ipv6 disconnected cluster
