Migrate ClusterBuster to redhat-performance/clusterbuster

ClusterBuster is currently being used from RobertKrawitz/OpenShift4-tools. I have migrated it into its own repo, redhat-performance/clusterbuster. benchmark-runner should use the latter repo.
