JetSki should offer an option to power off any unused nodes

If a cluster was previously deployed, and then is redeployed with fewer nodes (e. g. 3 rather than 4 workers), the unused nodes can interfere with the installation and operation of the new cluster. The errors that can result are non-obvious (e. g. TLS errors causing the console to crash loop, eventually causing the installation to fail and resulting in a semi-functioning cluster).

If it's deemed not desirable to always power off unused nodes, there should be an option in the installation to power them off to ensure that this interference won't happen.
