Approve CSR Task Inconsistent

The approve CSR task does not always work.

It appears to work more reliably after the first deployment without reprovisioning. Looking at logs, it did not always appear to successfully execute. In one case, it left one CSR pending, but approved the others.

The suspected causes are it being deleted or the environment variables in the script being incorrect.
