Bump config-dns-server-bind prereqs to py3 packages

What does this PR do?

Beginning in fedora 31, a number of the legacy python packages that we rely on for config-dns-server-bind are no longer available. This bumps the role to use the python3 packages that have replaced them.

How should this be tested?

Take the existing inventories and run with this updated role
