Sonatype Nexus >= 3.17 has breaking REST API changes

The new version no longer uses a default password of "admin123" and generates a new password on startup. We will need to re-work our tooling to account for this. I have already started work on this and should have a new PR ready for review in a day or so.

In the meantime, we should PIN the Nexus version at <= 3.16.2
