Enhance configure_satellite to only enable/disable repos that aren't

The current repo handling in the configure_satellite role runs through and enables all repos regardless if they are enabled or not and hence ignoring errors to make it work. This should be improved to obtain a list of enabled repos up front and only process the ones that aren't already enabled (or the ones that should be disabled). This will also speed up the execution when a delta is to be processed.
