investigate in fixing command modules usage and use when conditions

in https://github.com/redhat-cop/automate-tower-ha-dr/blob/master/tower-role-check.yml#L37 area the command module is used because of certain issues on Macos (notes in the link). Check if we can use when conditionals if its been run from macos or linux.
