Consider updating Windows dependencies

Redeclipse 2.0.0 currently uses dependencies on Windows that are at least few years old. For example SDL2 is currently version 2.0.4 which is about 7 years old. Some others are even older.

Now, I don't know if there's going to be a huge benefit updating other dependencies, but there have been a lot of fixes and improvements in newer SDL2 versions, so I think SDL2 (and its related dependencies) is worth considering to update.
