The ability to put clickable links in settings help text

Occasionally I might want to put a link to an external resource in the settings dialog - e.g. a usage guide to a complicated app like Modmail Automator, or a guide on how to create a Discord webhook.

It'd be nice if we could include Markdown links in the helptext to facilitate this.
