Expose configuring BAAS via the CLI

What, How & Why?

Once https://github.com/10gen/baas/pull/12773 merge, with this PR we can configure BaaS from the baas-test-server CLI.

Coverage Status

coverage: 85.346% (+0.003%) from 85.343% when pulling 5f292b840b63c9a6155cbb017e65d7dc463a800b on kh/baas-docker-config-path into 6ed10971486e7514f4ae28a7d5e83b2de437e321 on main.

The changes to BaaS got reverted and I don't have an immediate need for this feature at the moment. I'll just leave this as a draft for now.
