Windows Support

SwiftLint doesn't support Windows officially yet. The first steps have been taken to make it at least buildable on Windows in #5030. But there's much more to do before one can announce "official support".

This ticket is supposed to be the main entry point to track the progress on the Windows front. Sub-issues will be attached to it as required.
