Romanian language added

Vlad here. I'm willing to translate the React documentation into 🇷🇴 Romanian.

I translate and maintain projects like:

• WordPress: I am a WordPress General Translation Editor and also in the WP-Translations PRO team
• Discourse
• Cron-job
• Weblate
• PoEdit
• tldraw.com

Besides that, I also have some other translated projects like: e-bikerent.ro, booktruck.ro, and transilvaniacar.com.

Hi! I would like to contribute as well, if the repo gets created. I can't see Romanian on the language list, I was just about to create a pull request for it.
