Add province/state/regions for all countries where that applies

Avalara requires for 2-3 character state/region/province abbreviation for all countries but currently we only have them available for US, Canada, Germany, and Australia.

Probably just generally a good thing to have anyway. Not sure if there is one consolidated place where you can get these. (or even better, import them)
