Upgrade Helper doesn't show any changes for upgrading from 73.10 to 74.6

I am trying to use the Upgrade Helper to upgrade from 73.10 to 74.6, but the tool is not showing any changes. Surely, this can't be correct? I've tried upgrading to 75.6 and still no changes are listed. Only when I go to 76.x do changes appear.
