added 2 libs

Add 2 libraries:

  1. react-native-legend-ruler-picker - Updated the current ruler picker to support new arch and replaced the flashlist with legend list which increased its performance a lot even in android devices.
  2. react-native-nitro-skan-referrer - A Nitro module to call the native APIs for SKAN & Google Referrer to attribute if a user came from an ad to Apple adnetwork or to get all the query params from the android side.

Also would recommend to close the other 2 PRs if they are not going to be merged.

Hey @Gautham495, thanks for the additions! 👍

We can merge both libraries together, but we will need to wait until tomorrow, when npm API should start returning the download stats for freshly published package.
