Blind level always goes from 0 -> 100 but no intermediate levels

Describe the Problem Blind level never gives any output except 0 and 100.

Expected behavior Increment is set as 10, so expecting the blind position to be incremented by 10 instead of going directly from 100 (open) to 0 (closed)
