Update the help text in project_form

Rationale / Begründung

It seems to be quite common that the help text for the project title and description needs to be changed from the help_text given in the Project model.

Users, Managers, Devs

Minimal functionality

There should be a dedicated template for the help text, with the model help_text as default content.
