Questions export should apply the questions filter

Rationale / Begründung

Questions can be filtered via URI and search string but this filter is not applied to the export function. An Editor would like to export certain content items for the creation of specific catalogs and URIs.

this feature could still be expanded to include the editors (in a multisite) as a field in the search of the export as well
