Filter switch on/off and configuration without Preference dialogs

Reported by @romani, Feb 5, 2011 Dialogs is used only in cases we really need to stop user to do anything other and focus it on the process, because any other user actions could cause problem for current operation.

This is not our case!

We need to add to LogView's tool-bar buttons for:

  • switching active Filter
  • open Filter preference in separate View.
