KA10: ITS dial out device

As used by ITS in 1971.

The Knight kludge TTY "NTY" device has some CONO bits for engaging two dialers. It's accessed by the .DIAL UUO. This is used by two programs: SYS; ATSIGN CCTSS to get date and time from CTSS, and FW; TS CTSS2.

DC10 supports dialout, but not sure if there is any software for it.
