rcserver: set `ModTime` for dirs and files served by `--rc-serve`

What is the purpose of this change?

By default, set ModTime for directories and files served by --rc-serve. A new flag --rc-serve-no-modtime allows to disable this behavior.

Was the change discussed in an issue or in the forum before?

Fixes #7335
