Publish board, legaldocs in rchain.coop domain using Github pages

Currently the RChain community does quite a bit of sharecropping in the Web, especially in google docs and on github.

Using github as a "back end" to collaborate on a web site is great: the audit trail is great and the tools are good and such. But we should use github pages and a custom domain to publish most of the results under the rchain.coop domain; for example, the "Google juice" would then accrue to rchain.coop.

@ian-bloom in addition to rchain/board, I'd like us to do https://github.com/rchain/legaldocs/blob/master/Coop_Membership_Agreement.md .

I noticed it while reviewing the existing member.rchain.coop site:

membership agreement is in GitHub... interesting... but change comment for latest versions are "Updated version" and "Older version". Gee, thanks.
