Refactoring job submission and control

The job submission and control page could benefit from having reconfigured Stanage Job Submission section Bessemer Job Submission section both pointing to Stanage and Bessemer Job Control section (SLURM monitoring/investigating, stopping/debugging) Grouped_tabs could be a good solution here @nikishe
