How to make a lane cards fixed and drag only a copy of that cards into other lanes

I want one lane as fixed so that user can drag card and assign into the other lanes, suppose (Task) lane is fixed and there are other lanes also for workers, so that if a lane is fixed with the cards and manager only have to drag and drop particular task form (Task) lane, and only copy of the task card is dropped into worker's lane.

Please Find some feature like we can fix a lanes cards and only generate copy of that card to drop into another lane
