ASC-1683 Enable Ceph MNAIO Deployments

This update will allow users to create RPC-O jobs that deploy Ceph backed MNAIO images using the "RE_JOB_SCENARIO" to specify the desired backened.

Until https://github.com/rcbops/rpc-openstack/pull/3509 merges, the syntax/lint tests will fail.
