possible ubuntu 18.04 upgrade issues

After upgrading the OS from 16.04 -> 18.04 on a ceph cluster there were two manual cleanup/install steps required for the playbooks to run successfully.

  • rsync had to be manually installed on the target node
  • the existing /openstack/venvs/maas-0.0.0/ venv had to be deleted and rebuilt, before that there were errors regarding setuptools versions and pip

Pretty quick fixes in the playbooks, and if we need to reproduce these issues we'll be running this process on several more nodes over the coming weeks and can collect any data necessary
