[hardware] implement snmp configuration

While the rcbops deployment as it stands now doesn't rely on snmp configuration, the environments in which the RCPE deployment is done may require snmp to be configured for client monitoring toolsets.

I think it'd be useful to have the option to configure snmp, perhaps using https://github.com/atomic-penguin/cookbook-snmp which appears to be the de-facto community cookbook.

This hasn't been something we've been hearing from our customers on the compute side. We do have some swift users using snmp monitoring. It seems unlikely at this point that it's something we'd do, but we can certainly try to ensure that we are not getting in the way of using cookbook-snmp, and I am sure we would carry around a recipe if one were contributed.
