Chrome fullscreen doesn't show the Rest Break

Describe the bug If Chrome (Chromium) is in fullscreen mode, and the Rest Break is started, the dialog is not shown. This results that I cannot Skip or Postpone.

To Reproduce Steps to reproduce the behavior:

1. Open Chromium, F11 to fullscreen mode
2. Wait for Workrave Rest Break
3. Rest Break started, but cannot see the dialog, and nothing can be clicked and keyboard has no response. Can only wait until the break ended.

Expected behavior Rest Break should always on top, so that can be Skipped or Postponed.
