Start/Stop replay buffer not available unless initially started in OBS

For some reason, the replay buffer must be started in OBS proper. After it has been started once, it is actually possible to start and stop it again. My main purpose is just to save the replay buffer and switch to a replay view, so this is just an inconvenience -- I use this in a sports competition setting, so sometimes the remote-controlled OBS is in an inconvenient location)
