Does the CPUbit matter in terms of KSP.exe usage?

AKA if I use 64 aggressive on my 64 bit PC running 32 bit KSP will ATM be able to do 64 bit calculations or should I use x86 aggressive

You should grab the ATM version which matches the KSP version you use. Some have said that they use 64-bit KSP and 64-bit ATM to crunch all of the textures (when building the cache for the first time) without running out of memory, and then switch it out for 32-bit ATM (keeping the cache) and play 32-bit KSP. On the other hand, you could just use 32-bit ATM and KSP from the beginning -- on my machine, 32-bit ATM crunched through all of my addons just fine, and even if it does run out of memory and crash during that first run, it will pick up where it left off.
