This should be solved starting with version 5.0.0. Going to close this.

Can't replicate either with a custom user that has the `dlm_view_reports` capability, works as expected.

The other plugin doesn't work in the same conditions. It redirects to the file and the browser handles the download, but this way the file is not protected.

Also, the tooltip says it will only affect the blog, but it affects the whole site.
