Commit to change cloudera server db properties file to be managed seprately. As mentioned in PR Manage cloudera db #38.Resubmitting from develop branch.

@Naigy Would it be acceptable to have this module manage the relevant lines in /etc/cloudera-scm-server/db.properties individually instead of the entire file? (ie via fileline/inifile instead of via template)
