Per-guild locale system

This was a request by だれも#4003 on Discord. The idea is to take every message in Gameboi and translate it into various different languages. This would have to be primarily outsourced to native speakers of other languages for the actual translation, but it would be relatively simple, just time-consuming.

Possible starter languages:

• French ( だれも#4003)
• Russian (?)
• UK English (ThatTonybo#0001, colour not color :P)
• German (I Al Istannen#1564?)
• Turkish (icomewitheightkilogramsofsadness#0340)

If you wanted localization to be a big thing, you could also look into a software like Weblate and self-host it, this would make it easy to translate and would allow for many languages, but you could also just do it through files ;)
