bug: empty value when passing ID with redundant field

Is your feature request related to a problem? Please describe. Ever since the refactoring, there were some changes involving the redundancy of a field in a struct. That changes should not be part of the refactoring at the first place and we can revisit that solution later in this issue https://github.com/odpf/shield/issues/136.

Describe the solution you'd like Keep the behaviour DefaultStringIfEmpty to choose between two redundant ID and struct.
