Add `raysect` to conda package

Hello,

I would like to add raysect to the conda-forge channel where the community manages the conda packages. If you approve my proposal, I would appreciate it if you would comment on this PR as a mandatory requirement.

Also, any suggestions (like who should be added as a recipe maintainer) are welcome.
