Disable comments also removes comment count on _PostInfo

Blog Options has these two settings

1. Allow people to comment
2. Disqus Shortname

Disqus when enabled will show up in

• _PostInfo (this is controlled by a count script placed at the bottom of _Layout)
• Post (the actual disqus comment will show)

Currently, if you leave disqus shortname blank, disqus will not show up in these two places, meaning this is no show on how many comments are on the post. Same thing with option1.

It may be helpful, when disqus shortname is present even though option1 is disabled to show the comment count on _PostInfo
