Balloon tips not showing in Windows 10

I recently found out that the good old balloon notifications are disabled by default in Windows 10.

• Enabling so will degrade UX as other users may not like having the old balloon notifs in replacement of Windows 10's toast notifications.

• In Issue #1 (Enhancement), I plan to have a separate app for Windows 10. Doing so will automatically include toast notifications. This is not feasible right now, thus a temporary solution will suffice for this bug.

• Temporary fixes may be:

  • To create separate controls that will emulate those.
  • Another is to use Microsoft UWP Toolkit.

  For these to work, detect the OS version through Environment.OSVersion, WMI, or reading the registry SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProductName
