Feat: Container runtime for functions

For future reader, follow [this example](https://github.com/pulumi/examples/blob/master/aws-ts-lambda-thumbnailer/index.ts) from pulumi to setup lambda w/ container runtime. When sst supports fn w/ containers, migration should be pretty cheap
