[NeoDB] new view command + preferreed lang + tweaks + add Search EmptyView + add Chinese langs

Description

• You can now set an optional "Preferred Language" in Preferences. When fetching Results, the extension will prioritize results in chosen language.
• A new View command allows you to see your "Collections" and "Reviews" in NeoDB. This requires an API Token.
• Show an EmptyView when no Search Results
