feat(power-management): added menubar command with an icon, toggle button & setting button

Description

Hi! I added a new menubar command with an icon for enabled/disabled states, consisting of two buttons: one to toggle and the second to open command settings. The icon has the option to be hidden when disabled, in command settings.
