[core] Remove tests that are permanently skipped with old decorator
This decorator marks the tests as always skipped (we don't set the env variable anywhere).
The tests have been disabled for a long time, so just remove them.
@jjyao any of these you think are important enough that warrants fixing them instead of deleting?
I'm actually a bit confused because we seem to have "fixed" some, like this: https://github.com/ray-project/ray/issues/41175
But we never actually re-enabled the test?
going to go through and be a bit more careful about which we remove/dedup/enable
