[EC2 VM Cluster launcher] Document EC2 ssh key limit and workaround

Description

Currently there is a key limit of I believe 20 in the EC2 VM cluster launcher. We should document how to work around that limit.

This happens if a single EC2 account is used by more than 20 different people / laptops.
