[Feature] Host OpenAPI in KubeRay website

Description

User who like to interact with KubeRay might want to understand how to use KubeRay APIServer. We should give clear interface as the reference in website.

We need to come up a way to host swagger-ui in the state website https://ray-project.github.io/kuberay/.

Use case

Show API interface, request body, response codes etc.
