[Helm] Add priorityClassName for kuberay-operator chart

Why are these changes needed?

  • Added some missing options in kuberay operator helm chart.
  • Added priorityClassName scheduling option

Hi @kevin85421 and @win5923 , I was wondering if we could move this PR forward. It will allow us to easily set the priorityClassName from the Helm values, which will improve the stability of the kuberay-operator. Thank you so much!
