Consider license checker plugin deprecation

What would you like to be added?

We are introducing a license deny list to the existing SBOM verifier. We are unsure if the current license checker plugin with the allowed List validation is useful. Please let us know if your user scenario for the license checker plugin.

Recommended deprecated timeline:

  • 1.1: Nothing
  • 1.2: mark implementation as deprecated in headers of file
  • 1.3: remove licensechecker implementation from repo. EOL

Given this is shipped in v1, given our current breaking change policy, this can be removed in 2.0 per https://github.com/deislabs/ratify/blob/dev/BREAKING_CHANGE_AND_DEPRECATION.md
