Correct UTF-8 Support for the Mailer Function

making the template for some languages like Arabic will mess up the encoding this ensure that mails are sent with UTF-8 i don't know about this but it might be a good idea to add it to flux config.php ?

@Akkarinage I only tested English and Arabic , will do more tests just in case

@Akkarinage I have tested Japanese, Arabic, Chinese, Korean and Russian if there is another language or specific character in mind , everything is ready to test.

The result for both tests was displayed correctly in both Gmail website and Gmail mobile app however without utf8 the first test was displayed incorrectly for Hotmail/mail.ru website / the mail app in windows Hotmail/Gmail and mail.ru mobile app
