I'm assuming you mean the raspicam apps, in which case not really as V4L2 (the standard Linux webcam API) doesn't support many of the features. What specifically were you after? There may be overlap with a different project I'm working on.

Thank you for your reply, I've seen many v4l2 programs that are software coded and decoded, and it would be much better to use the raspicam hardware codec feature. (I just found this source code today, is not very familiar with the source code, if wrong understanding please include.)

So you are asking for the HW encoders/preview display on the Pi to be used with USB cameras? Or the software (Raspistill etc),? Or both? Its still not entirely clear what you are asking for.
